Dr. Stratton Receives Global Praise Featured

Dr. Samuel Stratton, medical director for the Orange County Health Care Agency's Emergency Medical Services division, has been honored with the 2013 Award for Global Leadership in Emergency Public Health from the World Association for Disaster and Emergency Medicine. Stratton, 65, who lives in Huntington Beach, is appreciative of the award but believes he's undeserving. At the health agency, he is medical director for its Emergency Medical Services division. “There are so many great people it could go to. Merced County has announced the appointment of Jim Clark to lead the EMS Agency. Mr. Clark comes to Merced from San Benito County where he was the EMS Coordinator for five years and more recently the OES Manager. He also had 20+ years with the Salinas City Fire Department and is a licensed paramedic. EMSAAC welcomes Jim to our Board of Directors and wishes him well in his new position!

California's Welfare and Institutions Code 14105.94, enacted October 2, 2011, authorized the Ground Emergency Medical Transportation Services (GEMT) supplemental reimbursement program. This program provides additional funding to eligible governmental entities that provide GEMT services to Medi-Cal beneficiaries. The Centers for Medicare and Medicaid Services (CMS) approved State Plan Amendment SPA 09-024 on September 4, 2013, authorizing the federal share of these supplemental reimbursement payments based on uncompensated costs for Medi-Cal fee-for-service transports, effective January 30, 2010. Retroactive payments for portions of 2010 and 2011 are allowed. The supplemental payment is based on certified public expenditures that have already been incurred by the public provider. The reimbursement amount is 50% of allowable total certified costs.
